Washington Federal enforcement has given the "all clear" at the Washington Navy Yard on Thursday morning, after a lockdown forced employees to hold-in-place and crammed the Southeast D.C. neighborhood with police and machine vehicles.

In September 2013, military contractor Aaron Alexis killed 12 civilian workers at the Navy Yard's Building 197 before he was shot and killed by police. Some lawmakers have said Alexis fell through the cracks at the VA and should have been treated by mental health professionals, but they have stopped short of specifying what government doctors should have done differently.

The Navy Yard, in southeast Washington, is the country's oldest naval installation.

Even though police gave the all-clear, Thursday's 911 decision elicited a very emotional response from the Washington, D.C. community. In 2013, twelve persons were fatally shot at the Washington Navy Yard, identical location the investigation passed off Thursday.
